Pre-K and Kindergarten registration for 2023-2024 begins Tuesday, March 14. Register at WPS elementary schools Monday through Friday from 9 am-1 pm (closed on Fridays in the summer). Parents may also contact the elementary school to set up an appointment.
Children who will be 5 years old by Sept 30 should be registered for Kindergarten. Children who will be 3 or 4 years old by Sept 30 may be eligible for Preschool. Visit the Preschool website to learn more about eligibility.
For 1st-12th grades, parents can contact the enrolling school at their earliest convenience to set up a registration appointment.

Families may use the Property Search Tool or call an elementary school to confirm the school zone in which the family resides.
To use the Property Search Tool:
1. Visit https://www.winchesterva.gov/property-search
2. Click on "Property Search Portal"
2. Type in home address
3. Scroll below the address bar to “School Districts” and the elementary school for that address will be listed. *Note: All WPS students attend the same intermediate, middle, and high school.
What You Should Bring

Parents may pick up a registration packet from the enrolling school OR fill out the packet ahead of time by downloading the Registration Packet.
Parents registering children to enter Virginia schools for the first time are required by law to present the following information:
- Birth certificate: a certified copy of the child's birth record
- Physical exam: a certificate of physical examination from a physician or a health department
- Physicians should have access to the school entrance health form
- Parents may also print the form and take it to the doctor's office or health department: School Entrance Health Form
- Immunization record: an immunization certificate containing complete dates for required vaccinations
- Pre-K only: Pneumococcal (PCV) Vaccine and Haemophilus Influenzae Type b (Hib) Vaccine required

- TWO (2) Proofs of Residency: proof of parent or legal guardian's residency in the City of Winchester (two of the following):
- utility bill, no more than 2 months old, indicating street address (no post office box or business address)
- Accepted: gas, electric, water/sewer, home phone
- NOT accepted: cell phone, cable, and pager bills
- Receipt for personal property taxes or real estate taxes
- Current homeowner’s or renter’s insurance policy
- Current deed, mortgage, monthly mortgage statement or residential rental/ lease agreement
- Full Proof of Residency Guidelines

- Income verification: Pre-K Only
Parents are urged to register the child even if all of the above have not been obtained.

Dual Language Immersion Program

The Dual Language program in Winchester Public Schools is designed for families who would like their children to learn another language while receiving the same high quality academic curriculum as students throughout the division. In keeping with the vision of WPS, the mission of the Dual Language Program is to provide an enriched bilingual, biliterate, and culturally competent educational experience for all students.
For 2023-2024, WPS will offer Spanish-English two-way Dual Language programs at the following schools:
- Frederick Douglass Elementary School: Grades K-4
- Virginia Avenue Charlotte DeHart Elementary School: Grades K-3
- Daniel Morgan Intermediate School: Grades 5-6
- Daniel Morgan Middle School: Grade 7
Enrollment in the Dual Language Immersion program is available for rising kindergarten students in all school zones. There is no tuition for city residents. Parents may register for the Dual Language Immersion Program at either of the below locations Monday-Friday, 9:00am-1:00pm
