WPS Announces New Appointments

Rachel Levi Winchester Public Schools is pleased to announce the appointment of Ms. Rachel Levi as Assistant Principal at John Kerr Elementary School  effective July 1, 2019.

Rachel has been employed by WPS for the past 18 years, beginning as a teacher at GQES, Math teacher at DMMS and most recently as Athletic Director and Business/IT teacher at DMMS.

Rachel earned her B.A. in Interdisciplinary Studies as well as her Masters of Education in Elementary Curriculum and Instruction from Virginia Tech.  She holds her Professional Studies Certificate in Educational Administration and Supervision from Shenandoah University.

Ms. Beth O’Donnell, recently appointed Principal at John Kerr Elementary School, stated,  "We are excited to welcome Ms. Levi to John Kerr Elementary School.  She possesses many years of experience working as an innovative and enthusiastic educator in Winchester Public Schools.  She is passionate about personalizing education to meet all students’ needs and building relationships with students, families, and staff." 

“I have been lucky to be a member of the Winchester Public School system for the past 18 years, and am thrilled to be continuing my career at John Kerr Elementary School.  The team at JKES has established an innovative and caring school community and I can't wait to join them.” stated Ms. Levi.

Ms. Levi  is filling the position being vacated by Ms. Beth O’Donnell, who was recently appointed as Principal at JKES effective July 1.


April Bruce Winchester Public Schools is pleased to announce the appointment of Dr. April M. Bruce as PBIS and Student Conduct Coordinator effective July 1, 2019.

Dr. Bruce has been an educator for 26 years serving in several Lynchburg City Schools as a teacher, school counselor, Coordinator of K-12 Gifted Education, Supervisor of K-12 Math, Science, Gifted, Health and PE, Principal of T.C. Miller Elementary School for Innovation, Director of Testing, Counseling and Gifted Education, Director of Data, Assessment and Accountability and Director of Instruction.

Her educational experience includes a B.A. in Elementary Education from Fairmont State, M.A. in School Counseling from WVU, M.A. Educational Leadership and Ed.D. in Leadership Studies from the University of Lynchburg.

Mr. Brian Wray, Director of Secondary Instruction commented, “I am extremely excited to have April join the Winchester team.  She has a wealth of K-12 knowledge and experience, both in curriculum and school culture.  She has been implementing PBIS for over a decade.”

On coming to Winchester, Dr. Bruce stated, “I am so excited to join the WPS team.  I look forward to meeting students, parents, staff and community members.  My desire is to work collaboratively with all stakeholders to ensure that the students in WPS continue to have an exceptional educational experience.

Carl Rush Winchester Public Schools is pleased to announce the appointment of Carl Rush as Division Equity Specialist effective July 1, 2019.

Carl has been employed by WPS as a business teacher for the past 4 years.  He is a Deep Equity Certified Trainer and serves as WPS Deep Equity Facilitator.  Prior to becoming an educator, Mr. Rush gained several years experience in the area of diversity, equity, inclusion and human resources through corporate exposure.

Mr. Rush stated “ I am excited to transition into this new role. As a long-time resident and graduate of John Handley High School, I believe life has come full circle. I am eager to further utilize my experience, education, and talent to add to the rich tradition of excellence in Winchester Public Schools. Through diversity, equity, and inclusion, Winchester Public Schools will not only transcend barriers whether existing or perceived, but assist in positioning our students to meet the needs of our ever-changing diverse society. It is my belief that we are not only reimagining education in the 21st century, but on the cusp of shaping education for many years to come. I am excited for the opportunity to work with all in our division.”

“We are excited to bring Mr. Rush into this new role for the Winchester Public Schools. Mr. Rush is a champion for equity and will work diligently with our community members and WPS staff to foster an inclusive environment that is dedicated to excellence and equity,” commented Dr. Van Heukelum.

Mr. Rush earned his Bachelor and Master of Business Administration from Shenandoah University and is on track to complete his Master of Education in Educational Administration Candidate from Shenandoah University in December 2019.
