Virginia Preschool Initiative (VPI)
IMPORTANT: The application process for the VPI program has changed for 2026-2027!
All applications received by May 15, 2026 will be reviewed for enrollment. Initial enrollment decisions will be made by June 1, 2026. Any applications submitted after May 15, 2026 will not be considered in initial enrollment decisions. Enrollment is based on need and available spaces. Completing the application does not guarantee acceptance into the program.

- Paper copies are also available at WPS elementary schools and Central Office (598 N. Kent St.)
IMPORTANT: You must submit the required items listed on our How Do I Qualify? page.
Who is Eligible?
Children residing in the Winchester Public School district (zip code 22601) who are 3 years or 4 years old by September 30, 2026 may apply. Eligibility is based on at-risk criteria set by the state and local school division. Students are eligible if one or more of the following apply for VPI State Criteria:
- Family income at or below 200% of the Federal Poverty Level
- Experiencing homelessness
- Parents or guardians are school drop outs
- Child Has an Individualized Education Program (IEP)
Additional information about the preschool program, including income guidelines, is available on the How Do I Qualify for VPI? page. All families are required to document income, even those applying with local at-risk criteria.
Enrollment:
Initial enrollment decisions will be made by June 1, 2026. Any applications submitted after May 15, 2026 will not be considered in initial enrollment decisions. You will be notified via mail if your child is placed in the preschool program or if your child is placed on the waiting list. Applications will be accepted on a rolling basis as space allows.
